Agency fees are only one part
A licensing process may involve public fees, technical documents, studies, plans, field surveys, inspections and professional follow-up. The agency fee alone does not represent the total project cost.
Location can change complexity
Protected areas, vegetation, water resources, conservation units and other environmental constraints can lead to additional technical requirements.
Existing problems increase scope
If an activity is already operating without adequate documentation, or if there are fines or incomplete proceedings, licensing may need to be combined with regularization.
